On July 26, 2002, I wrote a 90-page report (disclosure) to Congress titled, “Department of Defense Technical Report on Criminal Vulnerability and Fraud.” Two other employees co-signed the disclosure.

The disclosure was distributed to 57 members of Congress, including President George Bush and Secretary of Defense Rumsfeld. Senator Charles Grassley was among the first recipients because he was known to be vocal and active on government fraud issues.
